Job Title: Field Technician Status: Full Time Non-Exempt
General Summary:
The Field Technician maintains and operates all components of the association’s water distribution systems. This position also supports and assists with construction projects and responds to emergencies during and after regular working hours.
Reporting Relationships:
The Field Technician reports to the Operations Manager/Field Supervisor
Authority:
- The Field Technician has sufficient authority to make decisions and take actions required to satisfy the responsibility of this position. Included in this is accountability for both actions taken and actions not taken.
- Implement company policies and procedures as far as they pertain to construction, maintenance and/or repair of the water system and equipment, operation of all company vehicles, and interaction with all company employees
Essential Duties and Responsibilities:
- Assist Operations Manager/Field Supervisor in completing jobs safely, efficiently and within predetermined budgets and timelines
- Execute work orders as directed
- Meter Reading (radio reads and manual reads)
- Work with Operations Manager/Field Supervisor to determine equipment needs
- Ensure compliance with all water association policies and safety practices applicable to areas of responsibility
- Review and familiarize themselves with all adopted policies of the water association
- Report immediately to the Operations Manager/Field Supervisor any event, condition, or circumstance that could injure another employee, damage equipment, reduce customer confidence, impair service to a water customer, etc.
- Ensure that all reports are accurate, legible, and completed in a timely manner
- Understand the operations of all pump stations, reservoirs, pressure zones, control valves, etc.
- Operate/protect the water system to ensure good water quality
- Install, inspect, maintain, and repair the water system infrastructure (mains, services, meters, control valves, pumps, fire hydrants, etc.)
- Excavate and restore job sites to original condition, including asphalt and concrete
- Assist in the construction and maintenance of general facilities
- Assist with equipment inspection and maintenance
- Assist with troubleshooting mechanical problems
- All other tasks assigned by the Field Supervisor and/or Operations Manager
- Participates in the on-call rotation
Measure of Performance:
- Maintains positive working relations with management and non-management personnel, vendors, and customers
- Develops knowledge of the water system, its facilities, pumping stations, and valves
- Reports and work orders are accurate, legible, and submitted in a timely manner
- Ensures equipment is safe to operate and is maintained in accordance with company standards with a minimum amount of downtime
- Enforces all safety rules
- Attends and participates in meetings (safety meetings, etc.) as directed by the Operations Manager
- Enhances the image and reputation of Warren Community Water & Sewer Association by exercising sound and ethical business practices in all relations with customers, employees, suppliers and other third parties
- Neatness of general work area
MINIMUM QUALIFICATIONS REQUIRED:
Knowledge:
- Familiarity with city, county, and state utility permits
- Knowledge of preventive maintenance practices
- Knowledge of the methods and techniques used in construction, installation, repair, maintenance, rehabilitation and customer service
- Knowledge of water industry standards, water infrastructure; state & federal safety programs and the occupational hazards associated with water systems; state regulatory rules, regulations, and requirements governing water systems
Skills & Abilities:
- Ability to read, write, spell, and orally communicate clearly in English
- Ability to read engineering blueprints, water system prints and topographic maps
- Basic math skills
- Ability to manage multiple projects, and the ability to solve an array of technical problems
- Able to maintain positive working relations with all personnel, vendors, contractors, and customers
Experience/Education:
- High school or vocational school graduate
- Possess a working knowledge of general facilities, pump stations, and valve systems
- Possess a current Water Operator Class 1 Certification issued by the State of Ohio (or agree to obtain mandatory certification within two years of hire date)
- Take additional courses or CEUs to maintain certification and advance skills
Licenses/Certifications:
- Possession of a Valid Drivers License
- High School Diploma or equivalent
- Water Operator Class 1 Certification
Other Requirements:
- Pre-employment Background Check

- Random Drug Testing
- Available for overtime after-hours emergency work on an on-call basis
- Must participate in weekend Wellfield on-call rotations
Physical Requirements:
Standing, sitting, climbing, walking, crouching, stooping, working over water, working within confined spaces and at elevated heights, lifting 50 pounds, extensive use of hands, eyes, ears, arms, and voice.
Work Environment:
The field environment consists of all types of terrain and weather conditions. Most duties in this class are performed under periodically disagreeable working conditions, working outdoors, sometimes in adverse weather, exposed to water, mud, dirt and grease; some positions may require more frequent exposure to disagreeable conditions including fumes, chemicals, equipment noise and vibration, heat, cold, dampness, high traffic areas, pressurized water lines, confined spaces, and trenches. Field technicians are required to take stand-by duties that include being on call after hours and responding to emergency problems at any time as needed. Protective equipment and/or clothing may be required.
Equipment:
- Familiar with computers, software, and other office equipment applicable to primary duties
- Ability to operate company equipment, including backhoe, mowers, company trucks, power tools, hand tools, locating and electronic equipment
Pay and Benefits:
- With Certification: $24/hour starting pay – $25/hour after 90-day probationary period
- No Certification: $19/hour starting pay – $20/hour after 90-day probationary period – $4/hour pay increase upon obtaining Water Operator Class 1 Certification
